EXCLUSIVE: How Malawian President Lazarus Chakwera smuggles Bushiri from South Africa

On Saturday morning, after spending a night in Malawi, Shepherd Bushiri and his wife Mary Bushiri issued a statement confirming that they are in Malawi.

Malawian President, Dr Lazarus Chakwera assisted them to escape. The timeline of the Bushiri escape from justice reads like a movie script, and the Presidency in Malawi is deep in the scandal.

Before the departure of Malawian President, National Intelligence Bureau sent a planning team of intelligence operatives to South Africa to finalise the escape plan of Bushiri.

Chakwera used a chartered flight to fly directly into Waterkloof Airforce Base, which is a national key-point reserved for South African Military and heads of state.

Waterkloof airport does not conduct the same procedures and searches that are done at the normal airport, especially for the Presidents and their emissaries.

On Wednesday, the 11th of November 2020, before the President of Malawi left Malawi from Kamuzu International Airport (KIA), the Ministry of Transport in Malawi immediately released a statement barring people from entering the airport zone to welcome the president, as is tradition.

In the statement, they claimed that KIA wants to conform with the IATA regulations. Drama took place on Friday night when the Malawian president was supposed to return to Malawi, a day Bushiri did not report to authorities as per his bail conditions.

Instead of Lazarus Chakwera leaving South Africa at the designated time, he delayed his flight, issuing a statement as a veneer cover of the plot. The statement reads: “President Chakwera’s departure from South Africa has been delayed several hours due to clerical glitches in travel arrangements for Malawi State Officials who had travelled to South Africa ahead of the president’s arrival. As such, the president elected to wait until every Malawian in his delegation was assisted so that they could all be accounted for upon return. As the exercise is almost complete, His Excellency and his entourage will be departing anytime tonight.”

Those in the diplomatic circles know very well that the president does not have to wait for a forward planning team. A forward planning team is usually the last to leave the country, following the president. When travelling between South Africa and Malawi, you do not need to do any “clerical” paperwork, except to take out your passport and get it stamped, and you pass. So the “clerical glitch” that Malawian president refers to here is a lie.

Malawian president’s statement further tells untruth when referring to teams that left before the president as “my delegation”, and wanting them “all accounted for on return”.

While the above statement makes Lazarus Chakwera look like a caring president, it exposes lies that suggests that Chakwera and his government was covering up something sinister.

It has never been a duty of a president to account for teams accompanying him on state visit. Who was this official? Everyone knows that papers of a delegation are always intact before entry into the country of destination. What are these so called clerical papers when we also know that traveling between South Africa and Malawi does not need complicated clerical papers except a passport.

The person Chakwera was waiting for is Shepherd Bushiri and his wife Mary Bushiri. Bushiri could have only escaped through three routes, Waterkloof Airforce Base with Chakwera, through OR Tambo International, or any of the international airports, or by roads through the borders.

With COVID-19, and the Covid protocols, it is near impossible for Bushiri to escape via international airports without paperwork, or detection. It will be near impossible to bribe officials between multiple gates of the airport until he gets out of the country without detection.

Through the borders of the national roads, Bushiri has to skip multiple borders to get to Malawi. He will have to bribe officials between the country borders that he will be going through, and that is not an easy feat to achieve.

The only plausible area where he could have been able to leave without much hassle is the Waterkloof Airforce Base, together with the Malawi Presidential delegation.

All that the Malawian president had to do is to bring him into Waterkloof as part of the delegation, and driving him straight through the tarmac to the presidential jet. What is more telling is how is what happened in Malawi. Again, deviating from tradition of having the media and people to welcome the president when he lands, the president landed after midnight, with no media or anyone to welcome him.

The directive by the minister on Wednesday was already going to make it difficult for anyone to get to the airport tarmac to welcome Chakwera and his delegation. It is no coincidence that Bushiri issued a statement a day after the night when the presidential jet landed in Malawi.

Malawi Gaming Board releases two senior officials

Malawi Gaming Board has not renewed contracts for two of its senior members of the management team, it has been learnt.

The board of directors has declined to renew the contract of Ted Nandolo, 71, who was Director of Social Services and Dave Saweruzika, 63, who was Director of Operations.

Malawi Gaming Board Chairman Benard Ndau neither confirmed nor denied the developments when contacted for comment.

“Contractual issues are private in nature. The board of directors will look at these issues and inform the concerned individuals of its decision,” said Ndau.

Insiders said Nandolo, a former Chief Executive Officer for Blantyre City Council, asked the board for the renewal of his contract despite reaching the mandatory retirement age of 60.

On the other hand Saweruzika also wanted a contract extension despite reaching retirement age.

Malawi Gaming Board Chief Executive Officer Foster Mulumbe and Company Secretary and Head of legal Services Ofa Alide are yet to know their fate on the extension of their contracts which also expired.

Inside sources said  Malawi Gaming Board was taken as a ‘dumping ground’ for people who fell out of grace with the government during the past DPP regime.

For example, Mulumbe was sacked at Admarc where he was Chief Executive Officer over his involvement in the procurement of K30 billion maize from Zambia.

Nandolo too had his contract not renewed at Blantyre City Council and was appointed Director of Social services at Malawi Gaming Board, a position which is not found in the Board’s organogram.

Limbe Leaf donates K40 million school equipment to Mzimba rural school

Limbe Leaf Tobacco Company Limited (Limbe Leaf) on Monday donated various school items worth K40 million to a rural Majiga Primary School in Mpherembe in Mzimba District as part of its Corporate Social Responsibility (CSR) program.

Donating the items which included 130 desks, two toilet blocks and washing facilities for both boys and girls, writing materials, books and sports equipment, Limbe Leaf Corporate Affairs Manager Leah Hez said the company is passionate about education and keeping children in school hence the support.

“Limbe Leaf is passionate about education and keeping children in school. All our farmers and our children are sensitized on the dangers and effects of using child labour and the fact that Limbe Leaf does not allow nor condone the use of children that are under 18 for any tobacco related work.”

“Children of school going age should be in school and not tobacco fields. This is why as a company we saw it fit to procure these sporting and learning materials. A conducive environment enables children to learn better, the learners’ books and teaching materials given will fill any gaps that the school had that may have impeded learning or teaching,” said Hez.

She said the sports materials are meant to encourage extra-curricular activities.

“Learning does not happen in just the 4 corners of a classroom but also outside. With games like chess and table tennis, learners will be able to develop their spatial and motor skills that further enhance their ability to understand the material the teachers give to them,” explained Hez.

Among other items that were donated were 400 reusable sanitary pads which Hez said would ensure that girls never miss a day of learning.

Primary Education Adviser (PEA) for Enkondhlweni zone Godfrey Luhanga thanked Limbe Leaf for the ‘remarkable donation’ saying it will help reduce absenteeism at the school.

“Your assistance at Majiga school will help the school to improve learner seat ratio, dropout rate, pass rate and will also reduce absenteeism rate since learners now will have all the necessities here at school.”

“Let me also urge members of staff of this school, learners, chiefs and the entire community to take care of these precious gifts so that they should last long and benefit others,” said Luhanga.

Headmaster for Majiga Primary School Kunani Nyoni thanked Limbe Leaf for the donation saying his school is becoming a role model school.

He said Limbe Leaf previously constructed classrooms and teachers houses.

“The addition of sports equipment for after school activities, books, toilet facilities and sanitary pads for the girls, will continue to enhance Majiga School’s capacity in delivering quality education,” said Nyoni.

Majiga School has an overall enrolment of 526 pupils consisting of 286 boys and 240 girls against 9 teachers.

Diplomat, former Police IG Hits at NBS Bank Over Day Light Robbery

A diplomat has accused NBS Bank in Malawi of stealing customers’ money.

The diplomat, Lot Dzozi, who once served as Deputy Permanent Representative at Permanent Mission of the Republic of Malawi to the United Nations, has reported the bank to Bankers Association of Malawi.

According to Dzonzi who is also former Inspector General of Malawi Police, his sister withdrew K800,000 in four bundles of K200,000 each but there was a shortfall of K116,000.

“In the past 3 days my sister withdrew money from a bank and found that from 4 bundles of 200000 notes, one bundle had 1680000, another 181000, another 175000 and another 160000, instead of 200000. This was in Blantyre at the former NBS Bank,” said Dzonzi in a Facebook post.

Commenters on the post concurred with Dzonzi saying such theft of customers’ money is common in the country’s banks.

NBS Bank was last week hit with a hacking scandal that reports said compromised customers.

The bank, in a statement, downplayed the allegations, saying its system was impenetrable because it was one of the most secure in the industry.

Paramount Chief Lundu of Chikwawa last week turned Sanjika Palace into an ampitheatre when he publicly told President Chakwera that although majority of the traditional leaders are old and frail, they have girlfriends and; hence, they need tinted vehicles in which to hide their slay queens.

On October 26, 2020, Chakwera held an audience with traditional leaders from the Southern Region during which he is reported to have appealed for their support for his Tonse government. But the outspoken chief took advantage of the platform to lay bare his grievances, including those of his love life.

“Talking of support you are assured of our support on the following conditions: Deliver your campaign promises and uplift the welfare of the chiefs. We appreciate the health schemes such as the promised MASM, but even some of us look old we have girlfriends we therefore need cars with tinted glasses to also enjoy life just like anybody else,” he said. Senior Chief Chikumbu of Mulanje seconded the need for the President to buy them cars.

Lundu further informed Chakwera about the looming hunger in many parts of the region, especially in the Shire Valley. On the Agriculture Input Programme (AIP), the traditional leaders brought to the attention of the President that majority of the farming families were left out.

Chakwera is reported to have shocked the chiefs when he rejected their request for personal vehicles bought by the government or the President himself. He told them in the face that the government of the President does not have any business to buy them cars.

The President further reminded Chikumbu in the face that “mesa inu Kondwani Nakhumwa anakugulirani galimoto? Ndiye mkufuna ina? (I thought Kondwani Nakhumwa bought you a car? Do you want another one?)”

On AIP, Chakwera said there is no way the government could give the chiefs preferential treatment in the implementation of the programme.

Ironically, the President appealed to the chief to help in the establishment of the Malawi Congress Party (MCP) structures in their areas so that it should have a large following in the region.

“We were surprised that we were told it was going to be an official business, but were shocked to see MCP Vice President Sidik Mia instead of the State Vice President Dr. Saulosi Chilima. Worse still, Mia was too bossy to an extent of rudely telling T/A Ngabu to stand claiming that he is the one who has reinstated him,” said one of the chiefs who attended the meeting, but opted for anonymity.

According to the source, Mia challenged the chiefs to take their cases to him personally to address them. It is reported that the chiefs spent the whole day surviving on a small glass of juice from 8 am to 4pm without even a snack. This prompted Lundu to speak in a parable.

“Bwana mwatiyitana ndinu tibwere pano. Choncho chomwe mutadye inu, nafenso tidya chomwecho (We are here at your invitation. So, if we are to eat, we will eat together with you, if you won’t eat we will also go hungry,” he said.

At the end of the meeting, Chakwera is reported to have splashed K200, 000 each to Paramount Chiefs, K150, 000 each for Senior Chiefs, T/As got K100, 000 each while Sub Traditional Authorities (ST/As) pocketed K50, 000 each.

“This did not please T/As and ST/As who were in majority. They went home angry since in the past during such meetings, they used to get equal amounts. As you know hungry people are always angry,” said our source.

State House in smear campaign against FISD Limited Company to justify contract SRWB awarded to highest bidder

The State House Director of Media Marketing, Martha Chikuni, has hired a horde of mercenary journalists and Malawi Congress Party (MCP) social media enthusiasts to propagate a smear campaign against Kuwait Dynamic/Fisd, which was the lowest bidder in the controversial Southern Region Water Board (SRWB) project.

SRWB recently awarded a contract to Alghanim/Plem at $16.3 million, leaving out a Kuwait Dynamic Limited/Fisd, which quoted the contract at $12.3 million.

This was after Alghanim/Plem, a company owned by Malawians Asian origin, had successfully bribed the Internal Procurement Committee (IPC) at the water utility body.

If the project was to take off immediately, Malawians would have been made to cough MK1.6 billion more than what Kuwait Dynamic/Fisd had offered.

The development angered the Centre for Democracy and Economic Development Initiatives (CDEDI), which demanded an investigation into the procurement process that led to the awarding of a contract to Alghanim/Plem by the Southern Region Water Board (SRWB).

CDEDI executive director Sylvester Namiwa, in a statement he issued immediately after the revelation of the shaddy deal, expressed concern that the multi-million Kwacha contract is being awarded at a time when the Malawi government is struggling to provide essential services to its citizens such as drugs in our public health facilities across the country.

Namiwa wondered why the Tonse government would allow such an extravagance at a time Malawi is struggling to offset the huge external debts from international financial institutions.

“And yet SRWB can afford the luxury of offering a contract to a very expensive bidder! It is a well-known fact that the loan for the project from the Kuwait Fund for Arab Economic Development, will be paid using taxpayers’ money,” read the statement in part.

Namiwa said it was high time the country started reducing its external debts through prudent use of funds, and not by being extravagant, thereby exposing Malawians to more untold misery. But it has now emerged that in a last ditch attempt to achieve their goal, Alghanim/Plem has reportedly released millions of kwacha to Chikuni to propagate smear campaign against local firm.

“They are using social media to tarnish the image of the local company. It’s very surprising that the Tonse government, whose leaders – Dr. Lazarus Chakwera and Dr. Saulos Klaus Chilima – usurped power from Arthur Peter Mutharika on the promise to end corruption, is harbouring corrupt officers right at the State House,” said a concerned Malawian and social media user based in Lilongwe.

Another social media user, Rodgers Kadiso, took a swipe at Chikuni for lacking patriotism. Kadiso wondered whether this could happen in Asian countries.

“I would like to plead with Chakwera and Chilima to dismiss officers who are bent on serving the interest of their bellies at the expense of the national good. Chikuni has just demonstrated her lack of patriotism by taking a bribe from Alghanim/ Plem,” he said. [END]

Blantyre Water Board Elevates an Alleged Thief to The Position of Acting CEO

The Malawi Observer has learnt with great dismay and disappointment that the Board for BWB, a parastatal organisation in Blantyre, appointed an alleged thief in the name of Engineer Mavuto Chiipanthenga as the acting CEO after the expiry of the contract for Engineer Daniel Chaweza.

The story appeared on 7th November 2020 on Nyasa Times which stated that the Board for BWB headed by Mr George Nnensa agreed to appoint Chiipanthenga after merciless attacks against the former CEO from alleged “BWB Concerned Employees” through a series of anonymous letters which flooded the social media recently.

However, on 8th November 2020, the online sites were also awash with news that the elevated Director with some other employees had contributed to the plunder of resources at the Board. The story mentioned various individuals including the former Director of Finance, Henri Bakuwa, the former Procurement Manager, Andrew Puleni and one Stainley Bakolo.

It was alleged in the story that Mavuto Chiipanthenga and Stainley Bakolo misappropriated funds for the implementation of the water source project from Mulanje by making unilateral decisions without consulting the supervision team that was formed to oversee the project. This affected the quality of the work and that the project is more like a ‘white elephant.’

It is also alleged that these two individuals with their whole families secretly went to India with sponsorship from the Indian Contractor who was doing the work.

The article also states that Mr Chiipanthenga had constructed modern houses at Machinjiri and Chileka which do not reflect the salaries and benefits they got from Blantyre Water Board during their period at the Board.

This writer wonders why such an individual and their accomplices are given the mandate to run a company which is aimed at serving the people of Malawi, when their aim is to siphon company resources for their own gain.

We agree with the writer of the story that Board Members and Government should look critically on the acts of these people and sanitise BWB so that it serves the people as mandated, otherwise the company’s performance and image will be at stake.

FDH Bank donates K6million to College of Medicine

FDH Bank has donated K6 million to the College of Medicine (CoM) to support online learning at the college during the Covid-19 pandemic era.

Presenting the donation in Blantyre on Monday, FDH bank Managing Director Dr Ellias Ngalande said as a brand that supports growth and with a robust Corporate Social Responsibility (CSR) program pivoted on education and health, the bank found it necessary to assist CoM students meet their needs that will both serve their academic growth and the welfare of the country in terms of building a skilled work force in the health sector.

“In the wake of the Covid 19 pandemic, government ordered the closure of all schools and colleges which were doing face to face teaching. This was aimed at reducing the spread of the virus through classroom congestion and physical contact.”

“This rendered many students helpless as they could not afford laptops or tablets to foster online academic progress in the Emergency Remote Learning facilitated by COM. In this respect, we mobilized K6 Million to the College of Medicine to procure laptops for 15 students at K400,000 each,” said Ngalande.

Ngalande said FDH Bank, as a home grown institution, is keen on supporting the needs of Malawians adding that they support various initiatives in education and health sectors including the University of Malawi, Malawi College of Science and Technology and Queen Elizabeth Central Hospital.

He hailed Principal of CoM Dr Mwapatsa Mipando and his team for the initiative to ensure continued investment in educating the nation and efforts towards inclusiveness for those facing various challenges in their academic journey.

Mipando thanked FDH bank for the donation saying it will go a long way in helping students who cannot afford the tablets for the Emergency Remote Learning (ERL) which has come about because of Covid-19 restrictions.

“We are very grateful for this donation and we would like to thank FDH Bank immensely for coming to the rescue of our students,” said Mipando noting that they still need more support in the initiative.

Malawi Govt hails TNM for providing free Wi-fi

TNM Plc has partnered with Malawi Government to provide free Wi-Fi in selected public places across Malawi over a three-year period.

The initiative is being implemented by Public Private Partnership Commission (PPPC) under the Digital Project Malawi and will lead to the setting up of 30 Wi-Fi hotspots including schools, libraries, hospitals and markets where users will be given 120 Mega Bytes (120MBs) for browsing each day with an option to buy more.

Speaking during the contract signing ceremony in Blantyre, Acting Chief Executive Officer for Public Private Partnership Commission, Audrey Mwala said the initiative will benefit students and allow them to perform better as they access the latest information at their schools and libraries.

“People in hospitals will also be able to connect with their loved ones and those in markets will be able to do business online,” said Mwala.

TNM Chief Information Officer Peter Munthali said the engagement of TNM Plc in the project was a seal of approval from the Malawi Government, through PPPC and a recognition of TNM’s capabilities to offer reliable and efficient Free Public Wi-Fi to targeted public institutions.

“We feel honored for this recognition. As a pioneer telecoms company in Malawi with end-to-end solutions provider for all telecommunication needs, TNM is geared up to the task of ensuring targeted communities enjoy a seamless user experience in all the 30 Wi-Fi hotspots,” said Munthali.

To increase high speed internet availability at low cost, TNM plc as a champion of digital technologies recently partnered the world’s technology giant Facebook, to roll out public access Wi-Fi hotspots in the country.

TNM Express Wi-Fi is designed to complement mobile data offerings by providing a low-cost, high bandwidth alternative for getting online and access apps, download and stream content.
